The United States is unable to engage in direct discussions with Russia regarding the Karabakh issue. However, it is cognizant of Russia's invitations to parties for talks, reported NEWSam. Ambassador Michael Carpenter, serving as the US Permanent Representative to the Organization for Security and Cooperation in Europe (OSCE), conveyed this information to the RFE/RL Armenian Service. He emphasized that the decision to participate in these talks lies with the involved parties.
Ambassador Carpenter highlighted that the United States is prioritizing the normalization of relations between Armenia and Azerbaijan, border matters, and the pursuit of a just and enduring peace. Consequently, the US is engaged in negotiations with Armenia and Azerbaijan while supporting the European Union's efforts in this regard, particularly those led by the President of the European Council, Charles Michel.
Simultaneously, it is acknowledged that Russia extends invitations for talks and maintains peacekeepers on the ground. However, the United States currently refrains from engaging in dialogue concerning Russia's actions. Instead, it leaves the choice of participating in Russian-mediated talks to the concerned parties, as Carpenter explained.
Furthermore, regarding the role of mediators, the American diplomat underscored that the United States, unlike some other actors, is not a neighboring country to Armenia and Azerbaijan and possesses no biased interests. Consequently, the US can offer a more impartial and sincere perspective, which is recognized in both Yerevan and Baku.
At this juncture, Washington's primary concern is ensuring the delivery of humanitarian aid to Karabakh. The United States has communicated this imperative to Azerbaijan. Carpenter elaborated that reopening the Lachin corridor is crucial at this time, but the utilization of the Aghdam motorway is also considered acceptable by the US.
The US Ambassador to the OSCE characterized the situation in Karabakh as extremely grave and urgent, emphasizing the critical need to address the well-being of the local population. Any deterioration of the situation in the region is deemed unacceptable.
Carpenter noted that for over a year, Western powers—the United States and the European Union—have been actively engaged in negotiations with Armenia and Azerbaijan to facilitate peace in the region. Based on these talks, Washington perceives a willingness from both Baku and Yerevan to seek solutions, albeit amid some maximalist tendencies.
